Regional Project:

· Millennium Technology Pointe (MTP) is a 214 acre regional development of the Joint Development Authority of Ben Hill and Irwin Counties, comprised of the two counties and the cities of Fitzgerald and Ocilla.

· The JDA has joined with East Central Technical College (ECTC), its satellite campuses, and the Ben Hill and Irwin School systems to form a unique consortium of technology education and technology job opportunities.

· Three additional K-12 systems have expressed interest in joining. These school systems have realigned their curricula so their students can be prepared for entrance into the unique technology programs at East Central Technical College.

· MTP and ECTC are natural corollaries to the Yamacraw initiative in Southeast Georgia. Together they supply a pool of engineers and technicians to enable technology industry to operate in rural South Georgia.

· Governor Barnes (as a rural economic development model) has approved a $15M; 60,000 sf Technology Training Center for ECTC adjacent to the technology park. Construction to begin July 2002.

· Curriculum already underway is geared toward data center operations (as is MTP) per a Georgia Tech Study.

· Diplomas and Certificates currently available include: Computer Information Systems; Cisco Networking for CCNA and CCNP; Sun Solaris for Systems Administrator I & II; Sun Certified System Administrator; MCSE; Windows 2000 Networking; Telecommunications; BICSI; and Central Office. Wireless and broadband are under development. These programs insure a constant supply of trained employees.

· ECTC features a Prometric Testing Center where employees can be certified within walking distance of MTP.

· Curriculum is flexible to accommodate day, evening, weekend, and on-line instruction (over 200 on-line students this quarter). Curriculum will be tailored to the specific needs of park tenants.

· On-site child care will open September 2002, available to MTP employees, space permitting.

· Georgia Tech is currently being engaged to do a follow-up study for five area school systems who wish to align their curriculum with ECTC's to serve as "feeder," schools.

· ECTC, the JDA, the area schools and communities are committed to providing a quality data center work force so that we do not continue to export our talent to metro areas.

· Our students represent high loyalty and low turnover.

Site location:

· Seventeen building sites within campus-style 214 acre Millennium Technology Pointe adjacent to East Central Technical College.

· ZCorum to open a 20,000 sf data center by November 1st, 2002 in MTP.

· Located at the apex of two intersecting South Georgia Alltel fiber rings and GPW's South Georgia ring, which continues to Tallahassee and Jacksonville.

· Located in the heart of rural South Georgia, 75 miles from Florida line and well inland of hurricane threats.

· MTP features a single entrance and off-thoroughfare siting for enhanced security. Undeveloped lots may be security maximized by low visibility landscaping, security perimeters, staged surveillance, etc.

· Convenient to I-75 but removed from the security concerns of an Interstate

· As MTP is a development of, and owned by four jurisdictions, four law enforcement agencies, four fire departments, and two EMS departments would be on call at any time. National Guard post is within four miles.

· 100 year flood plain certification

Infrastructure:

· Fitzgerald Water, Light, and Bond will provide water and sewer to the site. Connection fees will be waived.

· Irwin EMC will provide dual redundant power service from two separate substations on diverse circuits running parallel in concrete encased conduit.

· Mediacom, the local cable television provider, will provide cable and broadband Internet as needed.

· Alltel is the local LEC.

· Cellular service is available from a number of carriers.

· Redundant broadband data service will be provided by Alltel and GPW.

· All applicable services and pricing will be compatible with or subject to GTA CCOP.

· Joint Development Authority is applying for CLEC status.

· All Utilities will be underground and GIS mapped for easy locate and service.

Financing:

 

 

 


· The JDA is prepared to present a turn-key building to your specs within the 2003 fiscal year for a one time cost at occupancy or a ten year cost only amortization lease with residual interest to the state, or an ongoing lease arrangement such as those represented by the Yamacraw Building and State Archives Building.

· Cost of lease will be determined solely by bond or private financing costs and your specifications.

· Our recent bid opening for the ZCorum Data Center indicated a $275/sf average construction cost at 60 watts/sf in this area for experienced data center builders.

· Millennium Technology Park, the Technology Training Center, and the ZCorum project have brought a variety of planners, engineers, architects, political leaders, business leaders, financiers, and educators into collaboration.

· Team members are experienced in Design/Build/Management construction such as the new State Archives, which allows construction to begin prior to total plan completion.
